Declaration of intention between the Ministry of the Russian Federation for antimonopoly policy and support to entrepreneurship and the Ministry of economy of the United Mexican States through the Federal Competition Commission
The Ministry of the Russian Federation for Antimonopoly Policy and Support to Entrepreneurship and the Ministry of Economy of the United Mexican States, through the Federal Competition Commission, hereinafter referred to as «the Parties»:
with the purpose to establish cooperation in the subject of competition policy;
aiming to create favorable conditions that fosters trade and economic relations;
proceeding with the principles of equality and mutual benefit;
taking into consideration that competition is an important factor for the economic development of both countries;
recognizing that cooperation between Parties will contribute to improve and strengthen their relationship;
taking into account the Rules of the Agreement on Economic and Technological Cooperation between the Union of the Soviet Socialist Republics and the Government of the United Mexican States, signed in Moscow on October 18th of 1976;
have declared their intentions as follows:
1. To exercise the cooperation between Parties in the following basic
directions:
exchange information about the most important developments in the national legislation of the Parties in competition issues;
exchange of experience in the field of conducting investigations regarding competition law enforcement;
exchange of experience in relation with antimonopoly requirements when conducting foreign trade policy;
creation of favorable conditions for the efficient operation of markets;
development of scientific and methodological basis for competition law research.
2. To define the principal forms of cooperation between Parties in the sphere of competition policy, mainly as follows:
exchange of legislative acts, information, methodology and other sorts of material between the Parties;
providing methodical assistance, exchange of research results and holding consultations;
specialists training of the other Party;
holding bilateral symposia, conferences and seminars.
3. To initiate the negotiations on preparing an Agreement on Cooperation in the Sphere of Competition Policy between the Ministry of the Russian Federation for Antimonopoly Policy and Support to Entrepreneurship and the Ministry of Economy of the United Mexican States, through the Federal Competition Commission.
4. To agree the Budgeting of cooperation.
