Federal Antimonopoly Service of the Russian Federation and Swedish Competition Authority hereinafter referred as Parties,
expressing the wish to promote co-operation in the field of competition policy,
aiming at creation of favorable conditions for development of the bilateral relations,
proceeding from the principles of equality and mutual benefit,
have agreed as follows:
1. The Parties will promote and strengthen co-operation in the field of competition policy.
2. The Parties have defined the following priority directions of co-operation for 2005-2006:
- antimonopoly control in the field of medicine, social maintenance and education;
- natural monopolies regulation;
- realization of regional projects in the field of competition.
3. The main forms of the Parties interaction in field of competition policy may be as follows:
- exchange of legislative and other legal documents and information ;
- rendering methodological assistance, exchange of expert studies and consultations;
- exchange of experience in the field of investigation of cases, concerning the infringement of competition legislation;
- organization of regular contacts between higher authorities and experts in Moscow and Stockholm;
- involving each other in training for the specialists of both Parties with the purpose to exchange of experience;
- organization of bilateral and multilateral symposiums, conferences and seminars.
Transfer of textual information shall be provided in English either via international mail or at the meetings of the Parties' representatives.
4. The parties expressed intention to begin negotiations on elaboration of the Agreement on cooperation in the field of antimonopoly policy between Federal Antimonopoly Service and Sweden Competition Authority.
The Memorandum is signed on December 7, 2004 in Moscow.
