Head of Federal Antimonopoly Service
 Born on November 27, 1961 in Leningrad. Graduated from the Leningrad State University, Faculty of Biology. Afterwards got his second higher education on the Faculty of Law of the St. Petersburg State University. Author of 43 articles and patents. Author of 6 budget and economy monographs. Candidate of science.
Since 1989 took an active part in the politics of Leningrad, later on St. Petersburg. Was elected as a deputy to Leningrad Council, later to Legislative Assembly.
1992 - 1994 Head of the Commission for Ecology and Communal Economy of the Leningrad Council.
1994 - 1996 Chairman of the Commission for the Municipal Economy, Chairman of the Budget Committee of St. Petersburg Legislative Assembly. Area of legislative interests - municipal budget, budget process, taxation, economy policy.
1996 - 1999 Vice-Governor of St.Petersburg and Chairman of the Finance Committee of the City Administration.
Since 1999 - Head of the Economic and Political Research Fund «EPICenter - St. Petersburg», where annually during the last 5 years have been proceeding Alternative Budget of Russian Federation. Draftsman of «Concession Agreement Statute», «United Social Tax Statute», «Derivative Financial Implements Statute», «Statute of Reductive Taxation System for Subjects of Small Entrepreneurship», cluster of Family Business Laws, Amendments to Criminal Code, Criminal Procedural Code and Civil Procedural Code of Russian Federation.
Since December 1999 - Representative of the State Duma of Federal Assembly of Russian Federation third convocation. During this convocation held a position of Vice Chairman in «YABLOKO» faction, Vice Chairman of Committee for Credit Organizations and Financial Markets.
Since 10th of March 2004 - Head of Federal Antimonopoly Service of Russian Federation. Appointed by direction of Prime Minister Mikhail Fradkov at 10th of March 2004. ¹329-ð
