Andrey Tsyganov was born in Perm, Russia on the 28th of May, 1961.
1983 - graduated from Moscow State University, faculty of economy (Economist)
1986 - graduated from post-graduate course of the Moscow State University (Doctor of economy)
2000 - graduated from Russian Academy of Public Administration under the President (Lawyer)
1987 - 1988 - Deputy Head of Planning and Economic Department, Moscow Representative Office, Gorky Automotive Plant (Nizhny Novgorod)
1988 - 1990 - expert of Department for Economy and Management of Machine building Complex, USSR Council of Ministers Machine building Bureau
Since 1990 works in Federal Antimonopoly Authority (economic council, Head of Division, Head of Department, Stats secretary - Deputy Chairman of State Antimonopoly Committee of the Russian Federation
1998 - 2004 - Deputy Minister of the Russian Federation for Antimonopoly Policy and Support to Entrepreneurship
2004, July 21 - was appointed by Decree of the Government of the Russian Federation No 977-p as a Deputy Head of Federal Antimonopoly Service
Coordinates issues of competition development and control over antimonopoly legislation in industry, building, chemical, timber and agricultural complex, international cooperation. Elaborated a number of legislative acts of the Russian Federation, such as the Law «On Competition and Restriction of Monopolistic Activity on Commodity Markets», «On Natural Monopolies», «On State Promotion of Small Enterprises in the Russian Federation». Has great experience in scientific research and management. Was awarded with medal «Achievements for Motherland» II degree, also with Diploma of MAP Russia.
Married, has a daughter.
